Abdulrahman Shakir mahmood works at the University of Technology, Baghdad, Iraq, since 2005 till 2017 in Electromechanical Engineering Department, and currently works at the Environmental Research Center, since 2017. Abdulrahman his M.Sc degree in 2015 from National Institute of Technology, Warangal - India in Mechanical Engineering with specialization in Thermal Engineering & his B.Sc. Mechanical Engineering from University of Technology, Baghdad, Iraq in 2004.

Mukheled obtained his BSc in chemical engineering from University of Baghdad, Iraq in 1995. He gained his MSc and PhD in chemical engineering from Jordan University of Science and Technology-The Hashemite Kingdom of Jordan in 2003 and University of Bath-England, The United Kingdom in 2019 respectively.

برعاية السيد رئيس الجامعة التكنولوجية الاستاذ الدكتور أحمد محمد حسن الغبان وباشراف الاستاذ الدكتور عبد الحميد محمد جواد العبيدي مدير مركز بحوث البيئة، عقد مركز بحوث البيئة في الجامعة التكنولوجية بالتعاون مع منتدى الاعلام الاقتصادي ندوة علمية الكترونية بعنوان "الموارد المالية للدولة بين السياسة الاستيرادية واقتصاد السوق" وذلك يوم الاثنين الموافق ٢٠٢٠/٧/١٣، تضمنت محورين؛ الاغراق السلعي والضريبة الخضراء.
 
وقدم المحاضر المستشار الاقتصادي ماجد جواد الأمير ضمن المحور الاول للندوة (الاغراق السلعي) عرضاً أوضح فيه كيف تم تبني سياسة الباب المفتوح، وكيف اصبحت تلك المنظومة تنظر الى الاقتصاد العراقي كأنه الممول الاول لاقتصادياتها (اقتصاديات الازمة)، مستعرضا المعالجات الموضوعية وأن يكون اقتصاد الدولة مبرمج ومركزي بتدخلاته.
ثم انتقل بالحديث عن المحور الثاني (الضريبة الخضراء) فعرفها واوضح اهمية اتباع الخطوات الصحيحة واللازمة للوصول الى بيئة اقل تلوثاً، كما واوضح ان فرض الضريبة الخضراء له جوانب ايجابية في الحصول على بيئة نظيفة، واخرى قد تكون سلبية متمثلة في رفع اسعار بعض السلع، مبيناً معاناة العراق شأنه شأن دول العالم باختلاف درجة تقدم اقتصادها من الآثار الخطيرة للتلوث البيئي وأن فرض الرسوم والغرامات لمسببي التلوث غير كافية بالإضافة الى تحمل الموازنة للنفقات لتطبيق قانون حماية وتحسين البيئة في العراق رقم (27) لسنة 2009 الى أمكانية فرض ضريبة جديدة وهي الضريبة الخضراء وتحديد المستلزمات الواجب توفرها لإمكانية إجراء التحاسب الضريبي.
